A skirted top might help. I'm in the same boat and fish net is your friend. A lot can be said for a gather of netting sewn to the bottom of a standard bathing suit top.
Or, like many plus sized mers, don't worry about it! Own that belly and be proud of being a magical creature who has a tum!
I'm not sure I'm being much help, but I'll think on it and come back with other options. Also, there's a thread about modest tops around here somewhere...

If you're making your own tails or having one made you can have the top of the tail made a bit longer to pull up over your stomach, kinda like high waisted shorts.
Or take a cami top/tank top and cut the chest part off and wear the rest like a cinch. You can paint or sew on decoration like netting or pearls.
Using an existing tankini swimtop to add your shells and accessories onto can be fun also. That way you have that extra coverage but you can still have the appearance of traditional mermaid tops.

I'm thinking about doing a waterproof, silicone/powermesh corset boned with spiral steel, encased in aquarium air line tubing. I think as long as I coat the busk and grommets in plastidip, mostly to soften any edges, it will work. Or just do grommets and no busk.

I believe there are plastic grommets. And as for a busk, maybe drop that part and do the corset lacing in the front with a solid back. You could also use fiberglass rods in the front to give it extra stiffness, but that may be too difficult to swim in. Just ideas.

The stiffness of the busk is why I said maybe just grommets. I don't think it would be swimmable. Lol. But the spiral boning, along with it actually just being a corset/bodice, should be enough. Especially in the water.

I'm finding that the tops I plan to wear for land events aren't the same as tops I plan to wear into water. For land events I've found a few oversized belly dancer "bras" with fancy deco that hangs down below the breasts curtain-style and that conceals a lot of my stomach. Can also have a decorated bra with loops of pearl-strings hanging down underneath the bra and that too conceals most of my stomach. For water tops, I like the bathing suits that have a few layers of ruffles hanging down over the breasts, because those ruffles hang down to the waist area and a bit down to the hip area, so I'm happy with that method of downplaying my stomach. Hugs!
You could add a bit of fishnet to the bottom of your top to cover your belly.

I found a cheap bikini swimsuit top and bought fish netting, fake seaweed, and shells. I put the netting on the front of the bikini top to create more of a halter top look with it hanging below to cover up my belly a bit. I decorated it with shells and the seaweed to add more to it. I then used the extra seaweed to go around the body straps (the ones that you tie on your back) to cover up my back more. I'll try posting a picture of what it looked like while I was working on it.

I like that. I've been having a tough time finding fake seaweed that doesn't look obviously plastic. Where did you get yours?
If you go with a belky dancer top, let me know! I'm a professional belly dancer and I make all of my own costumes. I also specialize in making costumes for the bigger dancer.
