This is not bioluminescence, the fish are not releasing any light. Fluorescence vs. bioluminescence is a big difference. A bioluminescent organism usually has symbiotic bacteria living in some part of their body that undergoes a reaction usually luciferin-luciferase that produces light. Fluorescence means that if you hit the target with the proper external light source it will glow or light up. These angelfish are probably being engineered the same way Glo-Fish were with a bacterial replicator and transgenic point mutation.

For a similar circumstance, look at this video of "fluorodiving", using blue lights and yellow lenses to enhance the natural fluorescence of corals and fish.
