neoprene under a silicone scale mold tail.

SO My boyfriend and I have are finally starting to get into the actually designing and construction stage of my tail
STILL A LONG WAYS TO GO THOUGH!!
anyway I told him about how the Tails from H2O uses a silicone base then glue individual scales onto the tail and he looked at me like i just asked him to build me a pyramid.
Understandable. Making the tail itself will take a long time and then making, cutting out and gluing each individual scale will take forever and I want to me finished just as quickly as he does
so i brought up making a scale mold and using that. my only issue is that a lot of the tutorials i have seen, the scale molds come out clear as hell and i don't like that.
so is it possible to make a neoprene tails sheath for my legs and then using some industrial grade adhesive to glue the scale sheet to that to make my tail.

I would really appreciate some advice and insight on this gills and boys.

Glue won't work, but silicone will!

On my mobil with no spell check. Mxcuse mistakes
Silicone will not stick to neoprene, but it will kinda "soak in" to the nylon lining.
Just use more silicone as your glue.
