Loads of hair pins is how I do it.
I think alot of that is dependent on the style of headdress you have. Like does it come made with a comb or clips?
Raven posted a tutorial with those little black hair bands. I use braids to get secure pins and french clips.

@ Harmony : I tried Ravens tecnique before, but my hair is so thin u can see the 'tail' popping between the other hairstrains. I have no hair to cover it!My headdress is with clips.
Have you maybe thought about extensions if your hair is too thin? In not for the length (because you don't need it) but for the thickness?
I have the same problem. so i'll be following this post for suggestions.

I'm a very thin, fine haired mer as well and I actually wear clip in extension for both length and thickness in my everyday life as well as when I swim. The trick I found was I use I believe the OGx hairspray with argon oil in it. It basically becomes what I call "hair glue" it keeps the strands of my hair together and strongly enough to hold in my 26in long extensions as I swim through the water with my fin without a problem. You may want to try looking into something like that. Just put a bit of spray right at the roots where the clip will be and let it dry or become "tacky" and then place the clip through it to secure it.
Raven posted a tutorial about using tiny rubber bands to secure small pieces of hair, and then putting the clip above the band, so that it cant slide out of the hair. I think Iona might have a link somewhere? pretty sure she was the one that recommended that tutorial to me when I used to have long hair
with my current pixie cut, headdresses that are clip-based or comb-based are out of the question. All of my headdresses are built on a headband (the kind that have the little teeth) or on an elastic band. maybe a headband would work with fine hair?
I've also heard that if you spray bobby pins with hair spray before putting them in your hair or headdress, they stick a lot better and dont slide out. But I've never tested that. So I have no idea if it ACTUALLY works
