I know my tail does in fact have neoprene in the fluke. The fluke in my tail won't dry so I have to roll it half way down, then try to put washcloths on top of the foot sockets and under the foot sockets. I push them down as far as I can get it to go. The neoprene goes down far (it might even help make up part of the fluke, with silicone on top. although that I can't be sure about) But yes the basic tail has neoprene in the fluke.
